PBR rules are installed asynchronously to card state machine. If I/O card becomes Operational before PBR rules are installed in the hardware, there can be traffic loss. So I/O Card state machine waits for maximum of 12 minutes for the rules to be installed in hardware before moving to the next state. This message indicates that I/O card state machine waited for 12 minutes and is moving to the next state. This can lead to traffic loss on those streams for which PBR rules are not yet installed.
Though it is very unlikely but if this message is logged, there can be traffic loss on those streams for which PBR rules are not yet installed. If there is a traffic loss, it will stop after the PBR rules are installed in hardware. If customer experiences traffic loss, reduce the number of PBR ACLs used by the customer.
