Protocol has been configured as if the forwarding state for an AFI/SAFI has been preserved over a restart, but this instance of Protocol does not support graceful restart or is restarting without executing graceful restart procedures. The MIB request to activate Protocol is rejected.
Either configure Protocol to enable graceful restart and execute graceful restart procedures, or set the state_kept flags of all AFI/SAFIs to FALSE.
