Protocol RIB Manager has received and queued an IPS from an AFM or the HAF whilst the Protocol Decision Coordinator is busy and is not ready to process any changes. This message is logged when the first such IPS is added to an empty queue and is not repeated for additional cases. Processing of queued IPSs will occur when the Decision Coordinator completes its work.
If this happens frequently, consider adjusting pause processing thresholds so that Decision Coordinator is not blocked as much.
