Check the configuration of the transmitting router(s) on this interface. It is possible that multiple routers are configured with the same system ID on this VLAN - which is illegal. If the change in MAC address is legitimate, the adjacency needs to time out. To expedite this, remove the interface from this router and re-add it. Note that this may result in a temporary blackhole.
