This message is called when PIM does not create an IGMP entry when it receives an IGMP Add message. The entry was not created because PIM was not yet enabled on this vlan.
We may have to clear IGMP snooping for the Vlan, Group which was printed in this message. This would enable PIM to get in sync with IGMP.
