In the Configuration phase of ZTP+, the device notifies XMC that it is ready to receive its configuration.

The device will not enter this stage until it has completed upgrading the software versions that were identified in the Firmware Validation process.unconfigure switch
all, then no configuration block is sent. If the device has not yet been
configured in XMC, the server issues a response to the device instructing it to
periodically retry the configuration request until the user has applied a configuration
to that device in XMC. If the device has been previously configured (reboot), the device informs the server of its software version and current configuration when querying the server for configuration updates.
