The generation of this event indicates that the HSC module cannot be started due to the current state. It's possible that a previous attempt to stop or start the module failed. If this is the case, restarting the ovsdb process may clear any previous failures and allow the start process to be attempted again. If this problem continues, please contact Extreme technical support and provide the output generated by the "show tech-support" command.
