When creating new database entries, temporary UUIDs are used to reference newly created entries within the transaction. Once the changes have been committed to the database, these temporary UUIDs are replaced with permanent UUIDs. This event is raised when a lookup fails to return the permanent UUID for a temporary UUID.
This may be due to a transient condition, but if the problem continues run "disable ovsdb" and "enable ovsdb".
