OVSDB sent a request to the OTM (Overlay Tunnel Manager) component to create an RTEP, but the request failed due to the specified reason.
As a result of this failure, an RTEP may not have been created as desired. This will prevent FDB entries for this RTEP from forwarding traffic correctly, and a BFD session to this RTEP will never get created. At the discretion of Extreme technical support, "debug ovsdb resync" could be used to cause a full resync of OVSDB-created HSC elements.
