Configuring ingress tunnel accounting

1. Enter router mpls command to configure MPLS in global configuration mode.
2. Enter policy command to set the MPLS policy.
3. Enter ingress-tunnel-accounting command to configure ingress tunnel accounting at Link Switch Routers (LSR).
