The remote endpoints can only be statically configured by attaching them
to BUM FDB entries using the CLI.
The tenant BUM traffic is head-end replicated to each of the configured remote endpoints for
the corresponding FDB entry.
By explicitly adding BUM FDB entries, this mode provides flexibility in splitting the BUM
entries to individual broadcast, unknown unicast, and unknown multicast entries.
