Appointing RBridge VLAN Forwarding

Each RBridge has a configured (or dynamically registered) set of VLANs. In order to determine which RBridge will be appointed the forwarder for each VLAN, each RBridge must advertise the set of VLANs for which it is announcing (VLANs that have connected edge devices that are configured to forward traffic over the TRILL network). It must also announce the Desired Designated VLAN, Designated VLAN, and the set of forwarding VLANs (the set of VLANs for which the RBridge believes it is the appointed forwarder). When multiple RBridges are connected to the same VLANs, it is up to the DRB to decide which RBridge is the appointed forwarder. How this is accomplished is an implementation decision.
