This message is logged every time a dot1ag packet could not be transmitted due to a buffer overflow.
When packets with a unicast destination need to be send they are tempereraly stored while waiting for a FDB lookup. The numbers of packets being buffered is limited, to not allow huge memory consumption. If this message gets logged often the network layout needs to be analyzed. This so the hard coded buffer limit can be adjusted.
