Disabling learning on a VLAN requires hardware filtering resources which are not currently available on the specified slot and unit. Learning has not been disabled on the VLAN (in the hardware) even though it will show as being configured.
Re-enable learning on the VLAN. For example, use the "enable learning vlan <vlan_name>" command on the CLI. Then free filtering resources (for example by removing or reorganizing ACLs).
