The prior Master has either been timed out or it lost an ESRP election. As a result, this switch is verifying that networks condition are correct for it to become the new Master. If the links between the ESRP switches are still intact and operating, consult the prior Master's log for indications of an election loss. For instance, a port went down or was disabled, or a gateway IP ping failed (if ping tracking is enabled).
