A received OSPF protocol packet has been dropped as the receiving interface is one of a set of local interfaces to the same link and is currently not in use for sending or receiving OSPF packets. OSPF will suppress the sending of OSPF protocol packets from the receiving interface as only one interface should be used for each link. See RFC2328, appendix F, method 2 and RFC5340, 4.9.
