The ERPS module could not be enabled while the protocol stack was being initialized. The protocol stack received a create event for the ERPS module, which returned a failure. The module was not put into the ACTIVE state.
Check the amount of memory being used using 'show memory'. Check the corresponding protocol and the state of the protocol using 'show process erps' command
