An interface is being deactivated that was previously the preferred interface from a set of local interfaces to the same link. OSPF will no longer suppress the sending and receiving of OSPF protocol packets from this local interfaces to the same link. See RFC2328, appendix F, method 2 and RFC5340, 4.9.
