The condition occurred where an Invalid neighbor Rate Ratio was detected. The neighborRateRatio is calculated in the WAITING_FOR_PDELAY_INTERVAL_TIMER state by calling computeNeighborPropDelay(). The MDPdelayReq state machine is currrently in the WAITING_FOR_PDELAY_INTERVAL_TIMER state. See figure 11-8 of the IEEE 802.1AS-2011 spec.
