ELSM received a Link-Down message from VLAN Mgr indicating a physical link-Down was detected.
No action is required. The ELSM state machine should continue to operate, and at some point block the port. Even if the link-down is detected, ELSM will wait until its state machine times out on reception of HELLOs (which it will because the link is physically down_. When ELSM blocks the port, the apps will be notified of the link-down and take appropriate action.
