Conduit module used up the pre-allocated messages in a pool.
Increase the log severity of HAL.conduit to collect more data. If all the conduit messages in the pool are used, this error occurs. Check if Conduit raised an error. If an IOB is hot swapped but HAL has not detected the change, the error also can happen. Check if IOB is in the slot and operational.
