PM has been activated with the transmit timer delay of an interface configured to be greater than the minimum LSA origination interval. Multiple copies of the same LSA may get bundled into the same OSPF packet, causing the second and subsequent copies to be dropped by the receiving neighbor.
Change the configuration so that the transmit timer delay is not greater than the minimum LSA origination interval.
