A neighbor has failed to respond to our request for LSAs within the configured timeout period (ospfPmIfRetransInterval). OSPF will resend the request for the LSAs and reduce the number of LSAs that are requested in subsequent packets. This event is logged as re-requests should be avoided where possible as they can considerably increase the time taken for adjacency formation.
Check for network issues that might be preventing the remote router from responding in a timely fashion.
