The initial wait time before sending routes to RTM has expired but there are no neighbors in fully adjacent state. OSPF will not send any routing information to OSPF or any TE information to OSPF at this time.
Check other problem determination logs for errors that may be preventing adjacencies being formed with OSPF neighbors.
