A restart acknowledgement was not received on the specified interface before the T1 timer expired. Another restart request will be sent as a result.
If the neighbor attached to the specified interface does not support graceful restart helper mode, this switch may not be able to perform restart. Otherwise, congestion or other network issues may be responsible for the lack of receipt of a hello with the restart acknowlegement bit set.
