When MPLS initialized, an incompatibility prevented MPLS from becoming operational. For example, an incompatible I/O card could be inserted or the wrong stacking protocol is in-use. While the MPLS Administrative state will become Enabled, the MPLS Operational state will remain Disabled.
Use the "show mpls" command to determine the incompatibility. Once the problem with incompatibility is addressed, issue "disable mpls", then "enable mpls" for MPLS to become operational.
