Check the buffer provided for I3 to send its nodal information to PM is large enough. If the return code is ATG_I3_RC_IPS_TOO_SMALL, check the customizable constants QOPM_MAX_I3_NODAL_CONN_MATS, QOPM_MAX_I3_NODAL_LINK_SET_PAIRS and QOPM_MAX_I3_NODAL_LINK_IDS to see if they are sufficiently large.
