When the sticky threshold is exceeded it means we've transitioned from UP to DOWN too many times. The port will now go into the DOWN-STUCK state and wait for user intervention. This prevents a port from flapping from UP to DOWN.
A user can either enable auto-restart mode on this port, or manually do a clear auto-restart to transition the port into DOWN state. If neither of these are done, the port will remain in the DOWN-STUCK and blocked state untila an AdminUP/DOWN or ELSM disable/enable is performed.
