MACsec control port is down/blocking awaiting authentication. All traffic but MACsec PDUs will be blocked. MACsec is enabled but is waiting on valid key exchange (authentication) with remote port before allowing any other traffic.
No action required - Notification message only. If the key exchange does not occur as expected there may be a misconfiguration on the local or remote port.
