RSTP refused to respond to a neighbor's Proposal for a RSTP state change because the hardware has not yet responded that it is in sync with the software port state. This is critical to avoid allowing the neighbor to prematurely transition and create a temporary cycle in the network.
This is a transient error and does not pose a problem.
