This error occurs when a client application attempt to register as an event client with HWAOAM fails for any reason.
This message only results from an unexpected error condition (i.e. it shouldn't happen). To help the developers solve the problem the user should provide the HAL.OAM EMS log messages and the output from the following command debug hal show platform hwa-oam all
