Backup I3 stub could not allocate resources required for a replication request. The replication request does not take place on the backup. The state on the backup remains as it was before the replication request was made. For config replication, the state on the primary also remains as it was before the replication was made. For all other replication requests, the state on the primary is updated when the replication request is made, and is not restored to its original state in the case of failure.
