A BFDI join to a control plane component has failed over. If restart is supported for this join the BFD stub will maintain the current BFD sessions until the failover timer fires. If restart is supported for this join the backup instance of the control plane component can reestablish the BFDI join and resynchronize with BFD sessions with which it was attached.
