The Merit RADIUS Authentication server requires that the authentication request service type match the configured (Merit server) service type. When an authentication request is first sent, the service type to is set to Login User, if this fails then it's possible that the user is configured as an Adminstrative User on the Merit server, so we resend the authentication request with the service type set to a Adminstrative User on the second attempt.
