PIM is unable to initialize an internal service which is required for correct protocol operation. This error is not expected and is indicative of a serious problem.
On dual-MSM systems try failing over to the backup MSM. Stackables or single MSM systems may require a reboot to correct the problem. If the issue persists, please escalate to engineering.
