PM has been activated with a maximum LSA origination interval smaller than its hold LSA origination interval. OSPF will use the configured minimum LSA origination interval (if non-zero), but not the hold or maximum LSA origination intervals.
To use full LSA throttling, ensure that the configuration of the minimum, hold and maximum LSA origination intervals are consistent.
