User was authenticated and requested to move to a new VLAN. This did not happen due to one of the following reasons: 1) VLAN does not exist on the switch 2) VLAN is disabled 3) VLAN has a tag OR 4) VSA has an invalid delimiter.
Check radius configuration, or create VLAN on the switch.
