A 3-way handshake TLV in a point-to-point Hello PDU did not contain the correct neighbor (this router's) circuit ID.
Packets may be leaking to the wrong VLAN and ISIS interface via a network misconfiguration. Confirm that only two ISIS routers are participating in this point-to-point adjacency and that hello packets cannot cross to other VLANs.
