Priority with Multiple Security Modes

Multiple modes can be in effect at the same time for certain applications (for example, all modes are applicable for SSH).

The precedence from highest priority to the lowest:

Secure mode
FIPS mode
Default mode

Example: If for SSH, FIPS mode and Secure Mode are both enabled, Secure mode takes precedence over FIPS mode.
