The policy has the match condition specified in the message, which is not supposed to be present. For example, policies applied in egress cannot have "redirect", policies applied from Identity Manager cannot have "source-address", etc. Or, the policy's entry may have both "source-address" and a source-zone which in turn has "source-address".
Remove the match condition specified, from the policy, and try again.
