The AFM has sent an ATG_QCRP_TABLE_UPDATE_ERR signal rejecting a route that BGP advertised to the AFM. This happens if the AFM determines that adding a new route would cause a circular dependency. BGP will not advertise the affected route to the AFM or to its peers (and will withdraw the route from peers, if already advertised).
If seen at start of day, before IGP has converged, then this is likely to be a benign transient state and can be ignored. Otherwise, check for possible routing loops.
