Used when ospf fails to build ASE Link. %ase%: the pointer of ospf external hdr structure. %without%: It could be string "without" or "".
If ospf is doing graceful restart/lsa origination is triggered within LS Min interval, ospf doesn't generate the LSA immediately. No remedy required. LSA will be originated later. This may also occur when memory allocation fails for LSA origination, If that happens, system reboot may be required.
