Because the PTP Clocking Hardware is not detected, the system is not able to retrieve the Hardware Address Mapping Information, so PTP functionality will be unavailable. This failure may be due to switch temperature being less than -35C.
Check the temperature using the command: show temperature. Keep the switch powered on for around 30 minutes to warm up and then reboot.
