This message indicates that the PBB functions are not enabled on the ports added to the given VLAN. The cause could be in the PSI library, the conduit pipe to the given slot, or the low on memory in the system.
Retry the configuration so that the ports are added to the I-SID flood group and the IOB is programmed correctly.
