Removed the specified request for the given rule from the pending queue. The rules may be either sent to HAL for processing, or removed when an unconfig of the same rule received before the current config message is actually processed. For the second case, the two requests (config and unconfig) will be cancelled out at the software itself, without being informed to HAL.
