The 3-way handshake state contained in a received point-to-point hello PDU is invalid.
This indicates the point-to-point neighbor has included an invalid value in its hello PDU. The software on the neighbor may have a bug, or the neighbors may be incompatible. Check the neighbor to be sure its supports the point-to-point three way handshake.
