The DOWN timer is started if a port in the DOWN state receives a Hello PDU. The port will transition from DOWN to DOWN-WAIT and start the DOWN timer. When the DOWN timer expires, ELSM checks to see how many HELLOs it has received. If the number of HELLOs received exceeds the DOWN threshold value, the port transitions from DOWN-WAIT to UP. This helps alleviate flapping between UP and DOWN states.
No action is required. If the DOWN Timer is started and expires frequently it indicates a problem dropping HELLO PDUs. i.e. We see HELLOs, but the frequency of HELLOs is sporadic. Check to make sure there are no broadcast storms or other forms of congestion on the link. Check for anything that could prevent a regular reception of HELLO PDUs from the peer.
