In some situation a cache entry could not be created. This may happen because of no route or no RP information. In such cases multicast FDB entry is added to switch the traffic on ingress vlan. This entry is added mainly to save the CPU from processing, however, in some cases these entry is useful to legitmately switch the traffic. Traffic hitting on Non-DR is one such application, as (*,g) could not be created on Non-DR.
