OSPF has received a packet whose IP header is not 20 bytes long. This could be because there are options specified in the IP header, these are not supported by OSPF. This packet was ignored. OSPF may show problems establishing or maintaining an adjacency with a neighboring router, or the Link State database may become inaccurate.
Reconfigure the sending router with respect to building the IP header, e.g. IP header options.
