The system recovery mode for the slot is configured to shutdown and it has finished initilizing after rebooting. It will be held in this state for trouble-shooting purposes until the system recovery level has been cleared.
The system recovery level has been configured to shutdown this and possibly other slots when an error is detected or otherwise it or another card fails. Information regarding the failure triggering this situation should be collected from "show tech", "show log", "show slot detail", and other pertinent information displays. Once the appropriate information has been gathered, the slot(s) can be enabled to continue to operational state again by issuing the "clear sys-recovery-level" command.
